Default how to make filename encoded in other charset be used in Apache

Hi,

I am using Apache with mod_dav module loaded to privide webdav
service. Unfortunately I found it does not support filenames encoded
in other charset except for UTF8. When I uploaded a file with a name
encoded in GB2312, it displayed unexpected characters for the filename
at server side. My application use many Chinese filenames and I do
hope there is a way I can deal with it.
Is there any way to solve the encoding problem?
