How to run public_html

Hi
I have a user praveen and group name praveen.
Directory location /home/praveen/public_html/test.html
http://ip_address/~praveen/test.html

I am getting error
Forbidden
You don't have permission to access /~praveen/ on this server.

Additionally, a 403 Forbidden error was encountered while trying to
use an ErrorDocument to handle the request.
Please give the solution
