which module for this error?

When I try to start apache2 on my SUSE 10.x installation it coughs with the
rror message "Invalid command: Order" and points to the first directive
that reads:
Order allow, deny
Allow all

Which module processes this directive and where might I have screwed up my
*.conf file?

Obviously, when I search through my configs they look fine. But they're
not!

Ideas?
