could not access apache server

My ErrorLog log file contains the following info:
[Tue May 9 13:19:29 2006] [notice] Apache/1.3.34 (Unix) configured --
resuming normal operations
[Tue May 9 13:19:29 2006] [notice] Accept mutex: fcntl (Default:
fcntl)

httpd are running on the apache server, but I could not access the
apache server file
The access_log file is blank.
