cgi error

i am trying to run a cgi script and the error i get is:

Software error:

Insecure dependency in mkdir while running setuid at
/var/www/cgi-bin/album/install.cgi line 561, <DH> line 167.

the admin of this script says that my server is too strict and does not
allow the script to create new directories

anyone point me in the right direction on how to change this?

im using Apache version 2.0.40 if that helps
