Help!!! On Apache Webserver!

hello all,

I am currently working on a Telecom Product.
Our Product has a Local Maintainance Terminal(LMT),
from which you can change the configuration parameters,
check for Alarms.
It uses JSP. The WebServer is Apache Tomcat.
The Cpu usage is quite high in the begining.
The Cpu usage when the WebServer is started reaches a max of 11%.
The Cpu usage for LMT is typically 20-25% & then reduces gradually,
which is quite a lot.
The LMT process interacts with 4 other processes, hence it is slow.
We wnat to get down the CPU usage.
Can we use two WebServers, is it possible ???
Will that get down the CPU usage ???
