Someone help me please...

I am trying to configure and start Tomcat Manager on Windows XP and the
latest copy of Apache and JDK1.5 with no luck. I am trying to use
the URL http://localhost:8080/manager, please what major steps am I
missing if it says that the page cannot be found?
