Invoke script on FORWARD mod_proxy

I have Apache setup as a forward proxy server at my work. I need to
monitor the requests that the proxy server gets.

I want to do it by invoking a Perl script using PerlHandler, or
something like this.

The thing is, I can't get Apache to invoke the PerlHandler when a
request is made.

Any ideas?
