Default Running Multiple Instances of Apache

I need to operate a development environment, testing environment, and a
production environment on one single Solaris UNIX box. In each
environment I need a copy of Apache (because I want each copy to manage
WebDAV content independantly).

Do I need to install Apache three times into three different
directories, or can I somehow configure one installation to use three
different configurations? I can't find any documention on this subject

And now I find I need multiple instances of Tomcat too, to serve my
three environments (each of which could have different versions of the
same item). Does Tomcat have a nice -f option too? It don't see
anything like it in the documentation....

It only takes two to screw in the light bulb, the better question is How
do they get in there?
