Default Can't fire up Apache on Mac OS X Leopard

I have tried several times to fire up Apache, which is built into Mac
OS X Leopard, by clicking on Web Sharing in the System Preferences
Panel under Sharing. Even though I have done this, when I go to
http://localhost/, I get a "Safari cannot find the server" message.

Does this mean that the Apache built into Leopard needs to be re-
installed? What should I do?
