Bandwidth Limiting?

I have a dedicated server with WHM/Cpanel on it. Works great, but
downloading from it using http seems to be really slow. Downloads seem
to be limited by something. I'm guessing it is by mod_bwlimited, but I
don't know how to increase the limit either through the control panel or
through the conf files. I'm not very familiar with how cPanel organizes
it's config files. Any ideas would be greatly appreciated.
