Seems like a naïve question but:
can I run an Apache server in a Win2000 CLIENT box and have it provide pages
to other clients on the LAN?

Yep of course you can:

as long as the w2k client box is reachable on the lan and has iether a netbios / dns name / or ip address and NOT localhost
