problem: bandwidth is choked on certain file types

MP3 files download at around 150k/sec, but everything else gets < 1k/sec of
bandwidth (including html, jpg, avi, zip, and exe). I'm also running vsftp
and I don't have this problem over ftp. If I rename filename.exe to
filename.exe.mp3 it will download at a regular rate.

Running latest apache under red hat 9 kernel 2.4
