Apache compile & mod_throttle

If this gets posted twice, excuse. It's been 2 hours and still a no-show in
this group, so here I go again.

After installing 'mod-throttle' I was told I need to compile Apache with
mod_so. Please excuse my ignorance.

1. Where do I issue this command, in which directory?
'./configure --enable-module=so'

2. How do I compile it and copy my httpd binary over?

3. How do I go back to mod_throttle source, make clean?

4. How do I reconfigure mod_throttle? Do I just start over?
