I do something that's a bit of a hybrid of what's been discussed. I
use the "$sa_tag2_level_deflt" definition to move spam to a junk
folder in the user's mailbox. If it's above "$sa_kill_level_deflt", I
quarantine it.

It's kind of a happy medium. It doesn't give the user 8 billion spams
(even in their junk folder), but it also gives them an easy place to
check for false positives. They still have the option to check the
quarantine.

I'm planning on moving messages from the junk folder to the quarantine
after, say, a week.

Anyway, this gives the users a convenient place to check, but also
doesn't deluge them with EVERY spam that comes through. You just have
to make the kill_level sensible enough to satisfy the users.
