What operating system is this? What is wrong with a sticky bit (1777)
on a /tmp directory, which prevents an unprivileged user from deleting
or renaming files of other users in that directory?

I tried it here (FreeBSD) and it did work fine as far as amavisd is concerned,
but of course there will be plenty of other problems with other applications
on the system.

I don't think it is sensible.
