bad_header : "do_notify_and_quarantine done", but mail ist still delivered to user mailbox

hi,
i've the following problem with amavisd-new-2.4.2 (20060627)
if i enable quarantine for bad_header messages the ist ist sent to it,
but the original mail is still delivered.
spam-, banned- and virusquarantine works like expected.

the amavis settings are looked up via ldap
the following versions are used with amavisd-new:
postfix 2.1.5-9
spamassassin 3.0.3-2sarge1
clamav-daemon 0.84-2.sarge.10
courier-ldap 0.47-4sarge5
slapd 2.2.23-8
