On general, with milter you can't, or better yet, you need
to add additional milters or modify amavis-milter.

But in this particular case, whitelisting the address
that you use in $mailfrom_to_quarantine will avoid
spam checks for mail claiming to be from this address.
Note that this can be abused if spamers learn
your whitelisted address.
