The usual set of SARE rulesets are normally not a problem.

Junk these two, they are *huge*. The usual approach to URI
weighting and RBL is through DNS lookups and check_uridnsbl plugin.
You already have several of these in a default SA 3.1 setup,
and you can add/remove other URIBL checks as needed.
