By "sending MTA's queue" (in a milter context) I meant just that,
the sending MTA, not your sendmail. Having amavisd-new attached
as a milter, its status (a temporary failure in this case) goes back
to the original SMTP client, i.e. the sending MTA, and the mail
stay there if its reception was not confirmed.

Use standard tools like 'sendmail -i -f sender recip <file' and don't mess
with MTAs spool directory. You may use option -odd to just place message
into the queue without insisting on immediate processing.
