Not sure if you have in mind sender bounces, or recipient notifications.

Like Chris told, recipient notifications are already configurable
per-recipient.

Enabling/disabling bounces (sender notifications) and adjusting dsn cutoff
level is considered a choice of a site administrator, and the decision
should not be placed in hands of each recipient. It is not likely this
will ever be per-recipient configurable.
