This happens only if ALL virus scanners fail.

It is prudent to supply at least one more scanner besides
the main scanner, e.g. 'clamscan' as a backup scanner.

There is also an 'always-clean' pseudoscanner available
if one decides this is what is acceptable.

The message that temporarily fails will eventually be
retried by MTA, and if the problem in the content filter
was fixed by then, the message will pass.
