Starting Email Service

Hi,

I want to start email service like Yahoo, Hotmail, etc...

I can install qmail as mail server, setup some web mail for reading
emails.

vqregister allow users to signup.

Can any one give some suggestions on allowing users change email id
themself, also stop spamers from misusing the email servers, etc...
