Default ezmlm-make '-m' option: posts from non-subscribers are not rejected outright

Hello,

I'm experimenting with ezmlm-idx, trying to create a moderated list
and (seemingly) have been only partially successful.

This was done on a system running vpopmail, so all list commands
were carried out by the vpopmail user and all list directories
are in ~vpopmail.

Commands used to create list, add moderator, add subscribers:

What's troubling to me is that the post from the non-subscriber
(the 'minihan.net' address) was sent to the moderator rather
than outright rejected.

My understanding of ezmlm-make's '-m' option is at odds with
the results reported above. My expectation was that submissions
from non-subscribers would be rejected, not submitted to the
moderator; in these days of spammers (attempting) posting to
mailing lists, I don't want to ask my customers to manually
reject every non-subscriber post that is sent to the list
address.

From the ezmlm-make(1) man page:

-m Message moderation. (Please note that the -u switch modifies
the
action of this switch.) ezmlm-make will touch dir/modpost
and
create dir/mod/ and dir/mod/subscribers/, where the
moderator
addresses are stored. ezmlm-make also creates
dir/mod/pending/,
dir/mod/accepted/, and dir/mod/rejected/. These directories
are
used to queue messages awaiting moderation. dir/editor will
be
set up to run ezmlm-store(1) to store incoming messages in
the
moderation queue and send moderation requests to the
moderators.
dir/moderator will be set up to run ezmlm-moderate to process
mod-
erator accept or reject requests.

While the documentation does not state
that messages from non-subscribers
will be automatically rejected, nor does it state that such messages
will be sent to moderator for approval. I therefore don't know
whether
I'm seeing a bug in ezmlm-idx, or a configuration error in my setup.

I really want a situation where messages from non-subscribers are
rejected outright, so any insights are very appreciated.
