SMTP guard

I would like to use a script that stops queue-ing if in a certain amout of
seconds a certain amount of e-mail is sent from my server.
This is quite handy if someone on my mail server is sending a bulk of e-mail
(2000 pieces in some minutes).

Can someone tell me if there is something allready written for Postfix?
