Default temporarily hold all mail

If I need to move home directories around or reboot the NFS service I hold all
mail by putting

/^Received:/ HOLD

in a header_checks regexp.

then reloading postfix

then when i'm done I remove the check, unhold the mail and flush the queue.

is there a simpler way to temporarily hold all mail?
