Hello Russell,
I just run into the same problem. The solution: After an security update of the qpopper program was a directive in /etc/xinetd.d/qpopper "disable=yes". I have to set it to "no". Another reason is, that qpopper does not support dracd by default. You may compile it by yourself. Please ask me again for details. I do use SuSE 8.1, but the problem may be the same.
