Default need help from Exim/Linux/procmail specialist

Help! I am looking for an expert. Willing to pay $.

Exim 4.52, Linux RH, VPS (root access), CPanel

Requirements:
created 3 test users at xxxxxxx.com, and set up inboxes:
/home/test1/mail/inbox
/home/test2/mail/inbox
/home/test3/mail/inbox
:DONE

/home/test1/mail/blocked-email
/home/test2/mail/blocked-email
/home/test3/mail/blocked-email
:NOT DONE


set up correct file permissions for directories and files: inbox and
blocked-mail
:NOT DONE

Set up EXIM to deliver incoming mail to the correct inboxes: eg,
test1@xxxxxxxx.com => /home/test1/mail/inbox
:NOT WORKING! EXIM DELIVERS ONLY TO DEFAULT ACCOUNT

set up .procmailrc and .forward files to deliver all incoming email
:WAS WORKING, NOW NOT

set up file permissions for all three .procmailrc files so that they can be
edited by perl cgi program
:WAS WORKING (set up shell script to alter .procmailrc file permissions
every time an email was delivered.)
