Exim4 unablew to route to Smarthost

time not reached for any host

My logfile output from Exim4, My mail seems to be stuck locally, can
anyone discern why?
I'm running Mepis 3.31 , used dpkg-reconfigure exim4-config. to initially
configure Exim. I only want to allow "relaying" from my LAN to the Net,
bypassing my ISP's SMTP server.
