Not sure I understand what you want, but Xampp is a good all-in-one
system, comes with PHP, Apache server & all the standard stuff you'd
expect. Ready to run locally out of the box.

NoteTab will run on '98. There are PHP libraries available for it.
HTML libs come with it. I've even created a couple libs of my own to
use with it. Works well for me.
