No - Linux isn't broken to begin with. Such a installer tool is not needed.

Every distro I've used (and several I haven't) comes with good package
management and Apache/PHP and a database (usually MySQL) available as
standard.

If you're still having problems then tell everybody which distro you're
using (a Linux newsgroup might be a better bet) and explain why its not
working for you.
